This one seems to work.
This is the 4th flag pole bracket I've purchased. I have a 3x5 flag. So far 2 cast aluminum brackets cracked due to wind. One pvc bracket cracked because of wind. This time I decided to try the nylon bracket. So far it's holding up. On a windy day you can see it flex so maybe this is the one that will survive.

Seems to be sturdy enough
Replaced an aluminum one that bent in the wind - this one won't . I figured that since it's provided by the oldest American flag maker it would be of good quality. The flag is proudly displayed every day (unless the weather isn't good)
