extremely uneccessary item
It is not necessary to convert, on a model railroad to any voltage. One just needs to use resistors to regulate current regardless of voltage. One can use 12V, 5V, or 3V, each of which can be used by applying Ohm's Law to determine the proper current for any device and allowing for forward voltage drop on LEDs. On this item there were no instructions included for using it to regulate voltage, or for that matter, how to use the item at all. Since it it advertised as a "regulator", that may have been important. DO NOT spend a cent on this. Look up Ohm's law, use a calculator and buy resistors. On a positive note, shipping was very prompt and the item arrived in good shape, although, I believe it was defective as the regulator screw didn't work, changing voltage as described, It always read the same 25VDC on my brand new meter.
