Of all the decals I sell and install myself (check my feedback) you can see that no one else has had this issue. I suggest getting a refund from the installer. Second, he put the decal on upside down. Look at the installed pics on the listing. That alone shows your "installer's" competance. But it's easier for him to blame the decal than admit fault. But it being upside down is no one's fault but his.
