In all had to pay 23€ on arrival of parcel at home by DHL. It seems that DHL Express collectd the VAT locally as well. In photos below please note DHL Malta receipts which are shown. Please advise what can be done to be refunded at least the VAT charged by eBay. If DHL levied a VAT charge then that was incorrect and you should contact DHL and request/demand a refund as the VAT is paid by eBay as proven by the eBay IOSS Code Receipt number. .
