Boot shapes & sizes vary, so if you're not familiar with how various brands fit, and you can possibly get to a boot store in your area, my best advice is to go in and try on to get a feel for each company's sizing. If you can't do this, next best thing is to compare the measurements to a pair of your own boots or shoes with a similar toe shape. But even then, keep in mind that every boot maker is slightly different in how he stretches the leather over the last, so you'll see slight variations even within the same company. THEREFORE, FIT IS NOT GUARANTEED.
