INTERNATIONAL CUSTOMERS ~ Important Information Regarding Customs
What information can I obtain on an item held in Customs?
If your mailpiece is being held in Customs, they will send you a detention notice within 30-45 days of its arrival in a Customs mail branch. The most common items that are subject to detention are pharmaceuticals; prohibited or controlled items such as alcohol, spring blade knives, and narcotics; and items subject to quota such as textiles being imported for commercial purposes, and not for personal use.
Customs does not track individual mailpieces through their facilities, so unless you have a detention notice with a number, Customs will not be able to give you any information about where your mailpiece may be located.
What can you tell me about the standard customs, duties, and taxes?
Each destination country charges customs and administrative fees on shipments containing dutiable items. General customs information is available online at Customs. For information about specific destination countries, go to World Customs Organization, or go to the destination country website.
For Postal Service customs information, refer to the International Mail Manual (IMM) or individual country listings. Customs issues and regulations are outside the control of the United States Postal Service. We recommend that either you or the addressee contact the local customs office for specifics. This number can be found in your local phone book.
Why do international recipients pay fees, can a sender prepay fees?
Customs, duties and other fees assessed by the destination country for an item can NOT be paid to the United States Postal Service when the item is mailed. The recipient of the mailpiece is the only one who can pay the customs fees.
All items entering a foreign country are subject to customs inspection and assessment of duties, taxes, and fees in accordance with that country's national laws. This is not new. Customs duties and taxes are assessed, generally, if the item sent is dutiable and if the value of the item is above the threshold set by the country's laws. Each country assesses customs, duties, and taxes. Check the Worlds Customs Organization website for general information, or visit the website of that country's customs service.
It is important to understand that, if duties and taxes are assessed on an item mailed via the Postal Service, they are collected from the recipient. Postage is charged to cover the expense of delivery only. Postage does not cover charges assessed by customs in the destination country.
