HERE'S A RARE 1809 UNITED STATES TREASURY DEPARTMENT LETTER DOCUMENT SIGNED BY NOURSE WHILE REGISTER OF THE UNITED STATES TREASURY on the INTEGRAL ADDRESS LEAF OF A STAMPLESS FREE FRANK FOLDED COVER WITH LETTER CONTENTS SIGNED BY JOHN B. RITTENHOUSE REGISTER OF THE TREASURY at WASHINGTON [and later agent for the State Department] WRITING TO JOHN KITTREDGE, COLLECTOR OF THE DISTRICT OF GLOUCESTER, MASSACHUSETTS, CONFIRMING RECEIPT OF THE RETURNS OF THE DISTRICT FOR THE 1ST QUARTER OF 1809 REPORTING ITEMS LIKE "FISHERY LICENSES," "CHARGES FOR MASTERS," ETC.

Nourse Signs the Philatlelic Cover, "Joseph Nourse R[egister]"

A RARE DOCUMENT of Early American History!! Beautifully Signed by Nourse & Rittenhouse!!

The stampless cover with integral letter is in very good condition - APPEARS MUCH NICER THAN THE SCANNED IMAGES! The cover bears a nice brown "Washington City" circular date stamp postmark and FREE handstamp marking as the letter was sent on the public service on behalf of the U.S. Treasury Department - nice piece of United States postal History too! The document measures 8" x 10" and is in very good condition for its advanced age - some minor fold line toning - But the piece appears much nicer than the scanned images.


  BIOGRAPHICAL SKETCH OF THE HONORABLE JOSEPH NOURSE


JOSEPH NOURSE was born in London, England, July 16, 1754 and emigrated with his family to Virginia in 1769. He entered the Revolutionary army as military secretary to General Charles Lee in 1776, was clerk and paymaster of the board of war in 1777-'81, then was assistant auditor-general. In 1781, at the age of 27, Joseph Nourse was appointed the first Register of the Treasury (America's first civil servant). As such, he kept all the records and accounts for the financial affairs of the new government. He signed early American paper money to make it official just as the Treasurer of the United States does today. Mr. Nourse served continuously under six Presidents until 1829, when he was fired by the seventh President, Andrew Jackson.

During this long period he worked with Alexander Hamilton in setting up the financial structure of our country and was actively involved in raising funds for the Washington Monument, designed by architect Robert Mills, a close family friend.

Joseph Nourse was a very religious man, serving as Vice President of the American Bible Society for twenty-five years, an elder of the Presbyterian Church, and a member of the Presbyterian Board of Foreign Missions. He also formed Presbyterian Churches in Brooklyn, Philadelphia, and Washington.

Married to Maria Louisa Bull in 1784, the couple had six children, two of whom lived to adulthood. Joseph and Maria moved to Washington in 1800, living in the well-established neighborhood of upper Georgetown. After occupying a home at 3101 P Street for several years, Joseph purchased Cedar Hill (as Dumbarton House was known then) in 1804 and stayed there until 1813. It was in that year that Nourse sold Cedar Hill to Charles Carroll and purchased a frame farmhouse located on the highest spot in Washington, naming his property Mount Alban. Today, the farmhouse is gone but on the site are the National Cathedral of Washington, St. Alban's Parish Church (dedicated in his memory) and St. Alban's School for Boys.
