OK, Mass produced part, cheap, you cant get quantity of one well, I don't know about how this part is tested after being produced, either a sampling technique along the production line, or computer testing of each part, 100% testing is very expensive..

100 pieces marked 3904 but no manufacturer mark. All were tested for Hfe (Beta) Nominal for a 3904 is about 100- 200 All but one transistor met this spec (it had an Hfe of 40 and was discarded) The rest fell into 2 tight groupings: 78 pieces with Hfe from 177-181 21 pieces with Hfe from 173-176
