This is  United States Currency $5.00 Bill- Five Dollar Note.

The bill is in excellent shape, with no other marks or flaws.

Here is the background information: I have had this in my safe keeping from the early 1980's, when I worked as a teller. If my memory serves me well, it came in with a currency delivery order...a stap of brand new $5.00 bills, not yet circulated to the public. At the time I thought it unusual and decided to replace it. So I  replacd it with one of own normal looking $5.00 bills and  kept that one. I had put it away and recently came across it. 

Error Misprint Details:

It is a Error Note Misprint,  as seen on the front face of the  note.

It shows the  black base ink, printed only on the bottom third of bill.

The Treasuy Seal and Federal Reserve Seal printed after, looks fine...adding to the fact this is a true misprint.

The backside of note was printed correctly and is in perfect shape, as seen in the picture.

The error was made by The Bureau of Engraving and Printing which produces paper money.

Mistakes in the printing of paper money can turn a low-denomination bill into a valuable and sought-after collector's item.  
The ultimate value of a misprinted piece of paper currency ---dubbed "error notes", according to the American Numismatic Association --- depends on various factors, mostly to do with the rarity of the mistake and the condition of the paper currency itself. Crisp bills with glaring errors usually command a higher price tag.
Federal Reserve Seal
Prior to Series 1996, each Federal Reserve Note bears a regional seal at the left of the portrait. This seal, printed in black, bears the name of the issuing Federal Reserve Bank and the letter designating the Federal Reserve district in which that bank is located. On notes of the 1950 series and later, the black Federal Reserve regional seal is smaller than earlier designs and is surrounded by sharp points. Starting with the 1996 series Federal Reserve notes, a new universal seal represents the entire Federal Reserve system. A letter and number below the upper left serial number identifies the issuing Federal Reserve Bank.
