I have seen many sellers leave positive feedback for what they thought was a perfect transaction, then receive a negative because the buyer was unhappy and rather communicate their disappointment, they just fire off a negative feedback.
To solve the problem...the BUYER should ALWAYS leave feedback first.
If you, as the BUYER are happy with your purchase, leave the seller positive feedback.
If you, as the BUYER, are UNHAPPY with your purchase, before leaving neutral or negative feedback do the following:
CONTACT THE SELLER - They may be able to resolve the problem, exchange the item or give you a partial refund.
FILE an ITEM NOT A DESCRIBED complaint with Ebay and Paypal, and let them deal with it.
A SELLER should ALWAYS leave feedback when they receive feedback. Again, there are thousands of sellers that do not bother to leave feedback. If your buyer took the time...you should take the time.
BUYERS should check a SELLERS Feedback rating AND check Feedback Left For Others. If they don't think enough of the eBay community to leave feedback, why would you, as a BUYER, bother to purchase from them? Also take a look at other items the seller has sold in the past. Be cautious if you are the first buyer of an expensive item!
