Sellers Beware Paypal Unfair to Sellers

I would like to advise anyone who is thinking about shipping internationally to be very careful.  Paypal and ebay's so called "seller protection" does not protect sellers at all.  Do not ship anything internationally unless you have a tracking number that will show proof of delivery. You do not get this if you ship first class, which is what the buyers always want to use, because it is much cheaper.  I sent a package to Israel, had the customs number from the first class package, which did prove that I shipped it, the buyer claimed they never received it, opened a claim with paypal, and paypal sided with the buyer and gave them their money back the same day.  So I lost $80.00 and the item.  I called paypal and the rep that I spoke to told me that if the buyer does not receive the item, as the seller, you are responsible for refunding their payment, even though you can prove that you shipped it! WHAT?  How exactly the seller is responsible for an item once they hand it over at the post office I do not understand.  I also think this is something buyers cold use, knowing that it will always be decided in their favor (as the paypal rep told me it would be) to get their items for free, all they have to do is claim they did not receive it, and they will get their money back. So they get their item and a refund! So Beware! Paypal will always take the buyers side, your good track record with ebay means nothing.
