Seller Performance Tracking Information eBay Failure

Within new eBay requirements:
Starting July 20, eBay must have tracking information uploaded on at least 90% of all your shipments to US buyers within your stated handling time for the period of June 1 through June 30.
I have filled the data on tracking accurately for every item I sent and for multiple purchases as well up the number on top.
But still eBay notified me that I have filled only 65%...
I looked at what is the reason. And the reason is very simple. eBay did not state that they want that every item is to be filled with the tracking number additional not depending that I have sent them all together.
And this "novelty" has appeared not in May when they started the campaign but only found out in late-July!
And You cannot read about such illogical side-requirement anywhere!
So, I will clarify in details what they (eBay) want:
If You sold to one buyer 3 items A B and C
You should fill the tracking besides the whole (A+B+C) data, but as well additionally into each of the A B and C files.
Which is the time loss for the seller and unnecessary duplication for the buyer.
