Seller Backed Out! Is he allowed?

 A few weeks ago I won an auction and the seller backed out saying he wanted more money, there was no reserve price.  I sent him a Message and he replied that he called ebay and they said he is allowed, so I called and they said it's an ebay policy violation. Therefore if a seller backs out for an reason don't hesitate to give bad ratings, and report him by contacting eBay
