Rating system being manipulated by some sellers.

I received an item missing a major component although the photo by the seller included the component.  Contacted seller, seller cancelled the transaction, advised me to return the item and I would receive credit.  I was very much inconvenienced by not getting the item I needed to complete a vehicle repair.  Had to purchase the item from another source which was an additional delay for the repair.  I had to go to a post office and mail the item back at my expense.  The seller has 99.9% positive.  By the seller cancelling the sale I could not leave feedback.  I assume the seller does this on all potential negative sales which prevents the rating to reflect the reality of their performance.  The seller's high rating is not earned but achieved by minipulation.  This is a flaw in the system that misleads buyers.  One of the reasons I only buy from eBay when I cannot find it somewhere else.
