How to lower your PayPal fees for receiving payments
Even large volume ebay powersellers don't realize that there's possibility of lowering PayPal fees for payments or they think that the lower rate will be automatically applied. In fact you have submit a one-time application on PayPal dot com to be eligible for discounted rates.

How to apply for the discounted rates?
Go to PayPal dot com and log in. On the bottom of your main page find the link 'fees' and click on it. Click on the current procentage rate and see if you are eligable for Merchant Rate. Complete a one-time application.
How is Eligibility for Merchant Rates determined?
Eligibility for Merchant Rates is determined based on sales volume from the previous calendar month. To qualify for Merchant Rates, a seller must complete a one-time application and meet the Merchant Rate Criteria.
Merchant Rate Approval Criteria
Merchant Rate pricing approval is reserved for members in good standing (whose accounts are not currently under investigation) who meet the following criteria:
Received more than $3,000.00 USD in PayPal payments in the previous calendar month
Maintaining Your Merchant Rate
After qualifying for Merchant Rate pricing, all members are expected to:
Keep their PayPal account in good standing. Members may be downgraded to the Standard rate if a fee-generating payment volume of more than $3,000.00 USD is not maintained in the previous calendar month’s payment volume or if they have unresolved chargebacks.
Note: Members do NOT need to reapply for Merchant Rate pricing if payment volume drops below $3,000.00 USD, unless their account is downgraded to limited or if there are unresolved chargebacks.

If you have a personal account you have to upgrade it to Premier Account to lower your fees

4.9% + $0.30 USD
2% + applicable Fees Fees for cross border payments
4.9% plus $0.30 USD for card payments received using PayPal on Skype
