I have been an eBay buyer for years, and I'm willing to share my personal tips on safe buying. I DO NOT guarantee that if follow my ideas, you will be a safe buyer. These are just suggestions by me.
First, do not bid/buy if there is absolutely no picture of the item.
Second, check seller's feedback. I do not bid/buy if seller has 99.5% or lower positive rating unless it is a big seller. For example, glacierbaydvd has a 99.0% rating, but they are a retailer of items. Also, warrenwares has less than 99.5% rating, but because of the overall low number of transaction, one negative significantly dropped his/her rating.
Third, do ask questions before bidding/buying. For example, some sellers show that they accept PayPal, but might not accept credit card payments. Also, if you reside not at the address associated with your primary PayPal account, always ask "Do you ship to unconfirmed addresses if paid by PayPal?".
Last, if shipping seems much too high, then find another seller.
