If you see an item for sale by a foreign seller and that seller has not been a member for long, (under a year), less than a feedback score of 1000, be very wary of a great deal on buy it now. Some of these theives build a small score of less than 1000 and good feedback, then flood the listing with many items at a great price. The problem with this is they make a lot of sales and then don't ship. After that they get shut down by e-bay because of a rash of item not received complaints. The next thing that happens is they close the account and you can't get your money back from e-bay or paypal, the buyer protection plan is not an option because the seller no longer exists.
If you stay with US sellers and use a credit card the chances of getting ripped off is much less. Also if you use a credit card you can probably get a credit from your credit card company on the sale.
