In the near future, Tokyo special agent Joe Jinno (Kane Kosugi, son of martial arts great Sho Kosugi) is hot on the trail of an organized crime syndicate that has been churning out a deadly new drug known as Blood Heat. He finds the crime boss, but his partner is killed in the process and he is then forced to fight in the boss's underground arena, the Muscle Dome, where he loses to the champion. Bloodied but unbowed, Jinno teams up with his former partner's daughter in order to bring the kingpin to justice and stop the flow of Blood Heat into the streets.
